What Is an NOC — and How Do You Get One?

Before you can send tuition fees abroad, before you submit your student visa application, and before you leave Nepal — you need one document that many students do not even think about until the last minute: the NOC, or No Objection Certificate. Missing it or getting it wrong can delay your entire study abroad process. This guide explains exactly what it is, who needs it, what documents are required, and how to apply step by step.

What Is an NOC?

NOC stands for No Objection Certificate. It is an official document issued by the Ministry of Education, Science and Technology (MoEST), Government of Nepal. It formally confirms that the Nepali government has no objection to you leaving the country to pursue higher education at a recognised foreign institution.

Think of it as the government’s official permission slip for your study abroad journey. It serves two critical purposes:

  • It is required by Nepali banks before you can transfer tuition fees or living expenses abroad — without it, banks will not process international education payments
  • It is a supporting document for your student visa application and is recognised by foreign embassies and universities as proof that your study plans are legally approved in Nepal

Who Needs an NOC?

An NOC is mandatory for all Nepali students who plan to study abroad — regardless of the country or level of study. This includes:

  • Bachelor’s degree programs
  • Master’s and PhD programs
  • Diploma and certificate programs at recognised institutions
  • Foundation and pathway programs
  • Vocational and professional courses at recognised foreign institutions

⚠️ Restricted Countries — As of 2026

As of December 2025, the Government of Nepal has restricted NOC issuance for the following destinations:

  • Hong Kong, Taiwan, and Mauritius

If you are planning to study in any of these destinations, you will not be issued an NOC. Always verify the current restricted list at noc.moest.gov.np before applying — this list can change.

When Should You Apply for Your NOC?

The NOC must be applied for after receiving your offer letter from a foreign university — and before submitting your student visa application or transferring any tuition fees abroad.

Do not leave the NOC until the last moment. Processing takes 2 to 5 business days under normal conditions — but during peak intake seasons (June to August, and December to January), the MoEST office experiences high volumes and processing can take longer.

Documents Required for NOC Application

Identity and Citizenship Documents

  • Original Nepali Citizenship Certificate — both sides scanned clearly
  • Valid Passport — biodata page and all used pages
  • Passport-sized photograph — as per official specifications
  • Marriage certificate or name change proof — only if your name differs between documents

Academic Documents

  • All academic transcripts and mark sheets — from your most recent level of study (SEE, +2, bachelor’s, or master’s as applicable)
  • Completion or graduation certificate from your most recent institution
  • Equivalence Certificate from the Tribhuvan University (TU) Equivalence Division — required if your previous qualification was obtained abroad
  • Previous NOC — if you have previously applied for and received an NOC, include a copy

Admission and Financial Documents

  • Original offer letter or admission letter from the foreign university or institution
  • Proof of financial support — bank statements, scholarship letter, sponsor letter, or student loan documentation
  • NOC fee payment receipt — NPR 2,000, paid online through the MoEST portal

Document Quality Matters

  • All uploaded documents must be clearly scanned — blurry, cropped, or low-resolution files are the leading cause of NOC rejection or delay.
  • Names must match exactly across all documents — your citizenship, passport, and offer letter must all show the same name. Even a small spelling difference can cause a rejection.
  • Notarised copies are accepted only when original documents are genuinely unavailable — always prefer originals.

Step-by-Step: How to Apply for Your NOC Online

The NOC application is now fully available online through the official MoEST portal. Here is the complete process:

Step 4 — Pay the NOC fee Pay the NPR 2,000 application fee through the available online payment options on the portal. Save your payment receipt — you will need to upload it as part of your application.
Step 5 — Review and submit Review your entire application one final time before submitting. Once submitted, changes are difficult to make. Confirm that your offer letter details match your application form exactly.
Step 6 — Track your application After submission, track your application status on the portal. You will also receive updates via SMS or email. Processing typically takes 2 to 5 business days.
Step 7 — Collect your NOC Once approved, visit the MoEST NOC office at Sanothimi, Madhyapur Thimi, Bhaktapur, with your original documents for verification. Collect your NOC certificate from the designated counter in person.
